Bill Teator co-founded the firm in 2003 to provide strategic communication, government relations and business development services to its clients. He has over 25 years of professional experience developing strategy to serve the needs of elected officials, corporate, small business, municipal and non-profit organizations.
Bill is focusing on strategic planning and project management to help activate key audiences and deliver public policy and business development solutions in the public and private sectors. He is especially adept at developing plans that foster public-private collaboration and shared success. By drawing on a proven career network, you can be assured a reputable, effective and right-sized project team will be curated to deliver results.
Coordinating multi-disciplinary teams of media relations, advertising, business planning and technical professionals necessary to deliver success in complex public affairs campaigns or business development projects is a core competency. Bill has led such teams on behalf of clients ranging from Fortune 500, start-up, non-profit and higher education to public institutions. His experience covers numerous industry and policy sectors including agriculture, energy, finance, healthcare, trade, transportation, veterans and technology issues.
In 2011, Bill served as voluntary Chair to the Energy Policy Advisory Committee of Congressman Chris Gibson (R-NY) recruiting experts across alternative, renewable, traditional power generation and transmission sectors. In 2001, he assisted the co-chair and Executive Director of a Presidential appointed task force on improving VA and Department of Defense healthcare to our nation’s veterans, securing a broad array of leading healthcare, veteran and military advocacy experts.
Bill was a public and government affairs consultant with The Solomon Group, LLC from 1999 to 2002 after serving for four years (1994-1998) as Press Secretary and Legislative Aide to then Congressman and House Rules Committee Chairman Gerald B.H. Solomon (R-NY, 1979-1999). He and his wife, Kim, launched Capital Advocates, LLC in May of 2003. It affiliated with The Livingston Group, LLC that had acquired The Solomon Group in 2002.
In 2006, Bill relocated to New York’s Capital Region where he grew up and helped serve the region's communities while working in Congress. He received his B.A. from Binghamton University in 1994.
Born and raised in Durham, New York in that states northern Catskills region, Bill & Kim currently reside with their two children in Saratoga Springs, NY. Bill enjoyed volunteering for Boy Scouts of America and coaching Saratoga Wilton Youth baseball and soccer. He has been a six-year volunteer Board Trustee and fundraiser to the Upstate NY/VT Chapter of The Leukemia & Lymphoma Society as a tribute to his late Mom who passed of an orphaned cancer in 2005. He has been an active mentor to Spark Saratoga, advising emerging and small growth businesses and is a member of St. Paul's Lutheran Church of Saratoga.

Kim Parr Teator was named President effective 2019 providing overall direction to the firm. She specializes in professional change management consulting services, focusing in the areas of strategic communication planning and development, organizational management, training development and delivery, human resource development, and job-task-analysis. Additionally, Parr Teator handles business operations for Capital Advocates, LLC.
Prior to Capital Advocates, Parr Teator has years experience as a Consultant with Accenture, LLC, providing human performance consulting services for private sector and Federal Government clients including NASA, Department of State, USPS, IRS, HUD and Freddie Mac. She led the design, development, and delivery of communication plans and materials, led training development and delivery efforts, assessed various business issues, recommended strategy, and implemented solutions to address the identified needs. Additionally, Kim created change navigation and knowledge transfer plans to transition to the recommended organization designs. Parr Teator has also worked to help develop agent competencies for the Directorate of Intelligence with the FBI.
Parr Teator earned her Bachelor of Arts in Psychology and NYS Elementary Teaching Certification at Hobart and William Smith Colleges. She later received her Master of Arts degree in Organizational Management from The George Washington University.

Shannon Meadors Oscar served as legislative staff in both the House of Representatives and the Senate. In the House, Meadors worked as senior staff for former Congresswoman Anne M. Northup of Kentucky, whose committee assignment was to the Appropriations Committee, where she was the Vice Chair of the Labor, Health and Human Services and Education Subcommittee. Staffing Mrs. Northup on Labor-HHS appropriations was her primary responsibility. As part of her duties, Meadors coordinated multiple appropriations projects for entities throughout the state, planned and prepared for Subcommittee hearings, drafted legislation and report language and coordinated legislative tasks and agenda with White House and Congressional offices on a wide range of priority issues for the Congresswoman, from healthcare and education to foreign affairs and adoption.
Her time in the House of Representatives was preceded by service in the Senate, where she worked on the legislative staffs of Senators Fred Thompson of Tennessee and Wayne Allard of Colorado. In these roles, she staffed the Senators on a number of issues, primarily focused on trade, foreign affairs, labor, and defense.
Meadors received a Bachelor of Arts degree in International Affairs at the University of Colorado, Boulder. She later earned her Master of Arts degree in International Commerce and Policy at George Mason University.
